Restoration Advisory Boards (RABs) provide a forum for effective two-way communication among community members, the Army, and regulatory agencies. RAB members are a valuable information resource for the community. One purpose of the RAB is to represent the interests of the general public and to serve as a community point of contact.

The Restoration Advisory Board is comprised of local community members, environmental regulators, local government representatives, Army representatives, and other interested parties. Community members selected for the RAB reflect the diverse interests within the local community. RAB members live and/or work near Milan Army Ammunition Plant or are impacted by the environmental restoration program.

The formation of a Restoration Advisory Board encourages community participation in the cleanup process and provides community members and other stakeholders the opportunity to have meaningful dialogue and provide advice and recommendations to Army environmental officials. Together, the Army, the Restoration Advisory Boards, the regulators, and the public work toward a common goal.

Roles and Responsibilities of the Restoration Advisory Board

The Restoration Advisory Board is the focal point for two-way communication with the public. As an advisory board, the Restoration Advisory Board relates community concerns to the Army and communicates back to the community.

Each Restoration Advisory Board is chaired by two people, an Army and community representative. The Army co-chair is responsible for:

  • Coordinating with the community co-chair to prepare and distribute an agenda prior to each RAB meeting.
  • Ensuring that the Department of Defense participates in an open and constructive manner.
  • Attending all meetings and ensuring that the RAB has the opportunity to participate in the environmental restoration decision process.
  • Ensuring that community issues and concerns related to restoration are addressed.
  • Ensuring that an accurate list of interested and/or affected parties is developed and maintained.
  • Providing relevant policies and guidance documents to the RAB in order to enhance the RAB's operations.
  • Ensuring that adequate administrative support is provided to the RAB.

The Community co-chair is responsible for:

  • Coordinating with the Army co-chair and RAB community members to prepare an agenda prior to each meeting.
  • Ensuring that community members participate in an open and constructive manner.
  • Ensuring that community issues and concerns related to restoration are addressed.
  • Assisting with the dissemination of information to the general public.
  • Reporting meeting proceedings to the community.
  • Serving without compensation.
